As ridiculous as this is, why are they submitting forms at all and not just having his kid say "call me Joe"

Not really. It would only be if the kid tells people to call him "bro".

Don't think I'm defending this stupid law, that's just a bad example. The point of this law is to make the school tell parents that they have a trans kid that wants to be called by a different name.
