The bans in Dutch schools are not only during the lessons, which they always have been, but now fully during the school day, having to lock away the phones at the start of the day and unlock them at the end, meaning they can’t have them during breaks either.

I took a look st the statistics, I presume you mean more people not going to traditional schools. There is no data published for 2024 yet, but there was a massive peak in 2022-2023, but this is attributed mostly to a big spike in immigrants coming to the Netherlands in that period too.
