In many countries, like France, casinos are legally obliged to detect addicted people, prevent minors from playing, and let people opt out legally, and never allow them to gamble afterwards. Valve blatantly doesn’t respect this and takes efforts to bypass the law. They got banned in Belgium and France, and used a legal loophole to avoid being banned in France.
