These days I wouldn't be surprised if his plan was something in the rethoric of "We will gather all of the infected and quarantine them in special epidemic camps. Then we will cleanse them with holy fire in specially designed room-sized holy incinerators."

We could even get them to work a lot with no pay between the quarantine and holy fire bits.
