Having twice as many people is a problem. The training system would have to be able to handle twice as many people. Cutting service in half doesn't work quite right either. If training takes 3 months 2 years of service gives you a productive soldier for 21 months but one year only gives you 9 months. Even if you double it to represent the personnel increase you get only 18 months of productive service. You end up with less productive, more expensive people who gain less experience.
It doesn't get better if you keep everything else the same and double the number of people. Payroll costs double and you need to maintain twice as much equipment, housing, supplies, etc.

I can't seem to find The National Chicken Council’s 2024 Wing Report to view how they counted a wing. The wing of a chicken consists of 2 muscle groups which are usually divided and sold as 'wings.' Each chicken would (usually) have 4 such wings; meaning it's only 362.5 million chickens. Even if they're counting whole wings it's only 725 million chickens. 4 billion does seem to be an exaggeration.

I don't see any reason why the environmental controls couldn't be used to give everyone on the ship a nice high.

This seems like a practicality thing. As did Dare Devil, Toph moves in very precise, high speed ways; as if they weren't blind at all. Teaching the actor their moves and keeping those motions safe at speed is just easier with a sighted actor.
