They can't actually change the rules because it's a Constitutional amendment, but they can certainly ignore the rules. Who's gonna stop them, the Supreme Court?
Strange comparison. The war on drugs wrecked so many lives, and hasn't really ended, just cooled off a little. I don't see that as a cause for optimism.

He also has no reason not to appease them, and he's known for being willing to sign anything that's put in front of him.
