I like the look of it too. But even if the bottom step were a single piece of wood, that's a bad design. If you support that bottom step under the riser and from there to the front, maybe. Best be lightweight.

I don't think this is a rare means of design. Mine also had desire paths replaced with concrete.

Sundown towns are. Not sure what sunset town is. Nor is a sundown town a "closed city"... Anyone could go in, but certain folks might be lucky to be merely ran out.
