Talk to a skin doctor and see if you have a fungal infection. Some skin infections can masquerade as dandruff.

I am still not entirely certain it actually helps me with my dandruff but you might want to try a shampoo that contains this https://www.nhs.uk/medicines/ketoconazole/
Subjectively I'd say it improved my situation but it is not gone like some people describe it.

you could have a couple of things:
hair root mites (very tiny, o.1 - 0.3 mm) food allergy water with to much calcium hydrogencarbonate (dries out skin) bacteria that live in you hair roots bad hygiene bad health in general
post some good pictures.
oh, yeah, fungi is also a thing, candida
i had grain allergy. or, i do have grain allergy. the skin of my palms falked till it was almost down to raw flesh,, very painfull, also had dandruff and all that stuff.
forget about hair and skin types, thats mumbo jumbo for fools that need hope. your skin will be in stellar health if you just give it what it needs, or take away hazards.
