Yep they did.IIRC he had a 11 sec gap to Leclerc(in P3) so it didn't have any effect on him after the penalty was applied.
Rbs are gonna own the season. I was surprised they added another penalty post race since he already had one.

The 5sec was during the race. The penalty point was after. Seems weird BCOS I felt hed already incurred the punishment.
This is also a unfair rule. It's on the teams to ensure cars get released safely. So a fine for the team or worse a point deduction for the constructor's championship would make more sense.
F1 is a team sport, so I don't really see the issue. Also it's a safety issue, no amount of fines will truly stop someone but penalty points eventually will. Sure this is on the team but so many other elements of the sport are, why should this one be ignored?
Because now it seems it is the drivers fault. If you get penalty points as a driver, because you overtaking and taking out your competitor in the process is on the driver and be gets penalty point(s) for that. Now let's assume Checo is here at one point away from a race ban.it would be kind of harsh to penalize the driver for a team mistake. It's a two way championship. So in these type of situations it would be more fair the team gets penalized iso the driver. And yes if drivers fuck up it counts also for the teams, I get that. But this just feels unfair imho. Just like Sainz penalty in Vegas.
And point deduction for the constructor's can be harsh if they end up 2nd or 3rd at the end of the season.

He had a red light from the team, the team was literally telling him not to go. He disobeyed the team and went on his own. How is that not his fault?
