Well if they're not big enough for a Gulfstream there's going to be problems!
All I'm reading is that they may have an idea about maybe writing it in a different way maybe at some point.
I'm not seeing any actual details in this story. Just that they're proposing to replace None-Dom with something else maybe

yes, but based on estimated savings from doing it, they’ve given tax handouts (like the “british ISA” scheme for folks who already exceed their allowed £20k tax free savings a year) to their mates. meanwhile schools, businesses, civil servants and single parents scrounge up scraps to survive.
