I’m guessing ’14’ means 14 inches diameter.

Not always. I have an "8" Wagner that's 10".

10” rim with 8” cooking surface.

You got me curious, so I measured.
Rim diameter is about 10.5". Cooking surface (measured from the outside on the bottom) is about 9"... maybe 8.5" once you take into account the geometry of it.

The only markings on it are the arced '14' on the bottom. There are two score lines where it was cut from the mold. The casting is relatively uneven but also smooth, which makes me feel like a lot of care was put into making it. There is a swirl on the top. I would love if anyone had any info about this piece! It's been in the family for decades and I wanted to restore it and use it someday.
