Hamas wouldn't exist without Israel's direct help. They directly funded and helped create the group in its infancy because they thought it would be easier to control than the other more democratically elected parties.
Fast forward to modern day and they still propped up and funded Hamas because of the hunger for power.

"Suitcases full of cash" is only the latest development. Netanyahu has been legitimizing Hamas for many years in opposition to the moderate Palestinian Authority, which he has de-legitimized, because he doesn't want to talk to any Palestinian who wants peace
PLO also lost all their rep since israeli colonists are terrorizing and taking over the entire moderate west bank of people who don't fight back.
Soon there's going to be two Hamas and zero PLO.
