I'm thinking it will be the main component of the next game. GTA5 had no story dlc, RDR2 had no story dlc... I wouldn't be surprised if the next game is just some pseudo-mmo, with bare bones singleplayer. Rockstar is in the business of selling Shark Cards, not content.
Rockstar has been in the business of losing MINE since year 2 of GTA being sold full price with no dlc.
It’s the only way to be sure.
