This comic started out as an attempt to make pornography. It degenerated into a sex comedy pretty much immediately

the stick hat veil is a very cool touch

Does is signify something in particular?

I'm in no way familiar with Oglaf's story lines, but given the nature of the comic, it's likely a literal f a gg ot hat, that is, a hat made out of a bundle of sticks (even this etymology is contested, but I have to believe that's the joke).

Faggot hat is a great use of both meanings of the word. glad I asked!

I am familiar with the Oglaf storyline(s) and this character would absolutely wear a hat specifically for a sexual double entendre.

no clue. silly hats are sometimes a staple of worldbuilding so i enjoy seeing one flop around impractically.

Are funeral drugs a real thing?

I don't think they've ever been a real thing. Very creative world building though. I interpret it as part of an environment of excess so ridiculously hedonistic that even sadness drugs would make sense in order to gorge on emotions their jaded minds can't produce naturally anymore.
