PCPartPicker can filter for card length (in millimeters as opposed to inches, but still) and that should help with narrowing down your choices. Most GPUs have some variant that's shorter in length, but they might just charge a bit of a premium for it.

All the tiny cards I've seen have usually been the lower end/entry level variants, not premium.
Like my card, 6700 Fighter from PowerColor. Absolutely tiny, both in length, width and in weight compared to some past cards i've had. it doesnt even approach the edge of the mobo.
