Not sure that you're correct here. While fascism made alliances with the wealthy, it must be recognized that most powerful early fascists were seeking to become a new elite, not simply to join the elite of wealthy businessmen and aristocrats. You can see a kernel of this even today, with the most radical right-wing loons accusing corporations and the rich of being Marxist(???).
Fascism is a function of the powerful seeking more power, but it doesn't always come at the behest, or to the benefit of, plutocrats. Though plutocrats often pave the way with their short-sighted behavior. Useful idiots.
It's always the effective psychopaths behind the scenes. Things like countries (i.e. the state) are tools and citizens are victims (or even being wielded as tools themselves).
