I can absolutely see why Denise Crosby quit the show. Tasha had basically no personality and only the three things we really know about her is that she grew up on an anarchic planet with rape gangs, she has a sister in a resistance group on that planet who she abandoned, and she fucked Data. That's pretty much it.

It sucks that they ended up writing a more well rounded version of this character with Ro Laren and, even then, TNG couldn't keep them on the cast.
I'm honestly amazed any women stuck around with Rick Berman in charge. Michelle Forbes had a lot of stuff going on pre- and post- Star Trek, so I definitely don't blame her for sticking around. Poor Denise Crosby has not had that big of a career.
I feel like the character was underutilized, but i've honestly never been blown away by her acting as Tasha in the show. Maybe with time and a chance to grow into the role, but as is it doesn't feel like the series missed much.
Forbes as Ro hit that "hard edged but actually kind survivor" note much better, and I think it just came down to acting chops, honestly.
