Playing devil's advocate, this is not entirely true. The ability to block users for DM remains.

I don't think this fulfills the spirit of the rule, and I don't think Apple / Google will be happy with that.

Another way to see it is the rule is only partially fulfilled, you can only partially block people.

I am not disagreeing with you. The spirit is one thing, the rule is the other. If we are talking about whether the rule is broken, I don't think so. This dipshit at X is not stupid, you know. And so are his lawyers.

Google play one specifies UGC (user generated content) so it definitely means being able to block someone entirely
