Unfortunately even if you did get a plate, the cops can't do much anyways. Unless he was in your driveway or otherwise on your property, it's not illegal to drive down a dead end street. And although creepy, it's not illegal to take photos of people on private property if you're doing so from public property unless they have "a reasonable expectation of privacy", or people's houses
I get that but the fact that they took off when they saw me - thatβs dodgy af. Fortunately my big dog was barking from the house, hopefully a deterrent if itβs casing for a break in.
