No, they'd have nukes. Slash their budget by 99% then just make them do battle bots. It'll still be the best show and save lives and maybe we can also give teachers and healthcare workers decent wages and pensions too.

Well yeah, may as well. The people who start wars are never risking their lives. Maybe it should be a game of battlebots between the leaders and the leader who loses dies?

That works from the aggressor, but the defender would often risk their lives to defend their home. Especially if the aggressor is likely to push a huge cultural value shift.
