I kind of thought the opposite. I had assumed it was actually just an older thing but fell out of fashion, but apparently it was "invented" in the 60s which surprises me

Not on Typewriters until 1968 but this article was published on October 16, 1918.

Looks like a misshapen question mark to me. Looking at the "f"s it seems like the ink is bleeding/smudging in parts
