Terms off service (TOS) makes it very bad if I understand it right ? And why does the user interface makes it easy anyway ?

So, what about consistently up-voting ?

Vote for the content, not for the person.

I agree this makes sense yet I don't believe it is enforcible. (?)

Looking for solutions is different than discussing controversial topics.
