I can only imagine how long it would take to get it up to standards. Probably cost less to build a new prison.
What standards? Trump's standards would just be some steel plating, drafty steel bars and a shed or two.
Edit:
Perhaps he wants to raze the current buildings, and put a full on drafty camp on there.
No rehab needed. Just dump people there and patrol the bay with armed boats.
