It would be really nice if upgrading the engine was something the average person could just do. That's feasible on EVs, but I'm guessing manufacturers and regulators block it.

In theory, yes, of course. It won't bolt right in, obviously.
That's a pretty bog-standard feature though... My 2008 Toyota has a maintenance reminder light that pops on every 5000 miles.
That would be like windows setting up a notification to dust your pc.
