Malice is not implied by propaganda. What are you talking about? Propaganda is material trying to make you think a certain way. That can be good or bad.

Try finding a source for propagada that isn't. I know "technically" the term i supposed to be neutral. But it isn't

I trust their analysis about the discussion about propaganda leaning towards negativity. And if the term shifts, as languages do, i'd say propaganda is a negative term by sheer numbers.
