Nah, this act was unifying. Everyone but the elites and pearl clutching servants of the elites is in support of this.
This is what blows my mind. If we assume that the evidence found on Luigi is real, he explicitly told us that greed was the cause.

Out of every poll on pretty much any topic, you can typically expect anywhere from 10%-33% of people who will believe just about anything no matter how asininely stupid the option they are choosing is
