Creating a whole new chain seems unnecessary since chains are just public ledgers anyway. It's always been trivial to trace trades with most currencies.
They probably wanted a completely virgin chain, one they had complete control over (socially anyway) so that they could see how it's used and most importantly where the users come from.
And study the techniques used for currency manipulation, fraud, and so forth.
