Bob Woodward, one of the primary reporters for the Watergate scandal, was the one who revealed and detailed it in his latest book called "War" that is out on the 15th. Dmitry Peskov, the main spokesperson for the Kremlin (Russian equivalence of the Whitehouse) confirmed it on the 8th.
