Clearly, not the cops. They have proven they wont help. They dont even have a legal duty to help. They will in fact prevent bystanders from helping, if you remember uvalde.
You're on your own. I've got some friends who might help, might not.
I may also call 911, because that is the number to reach medics quickly, and id like them to already be on the way if i get caught trying to stop the shooter, but knowing it's also attached to police has deterred me in the past. Not in a school shooter situation, but when i needed a medic.
