how is it framing if they’re reporting on what the people prosecuting the crime said and the charges they’ve filed?

The headline as it reads right now is “ Accuser who previously claimed former New York Gov. Andrew Cuomo groped her filing lawsuit”. Headlines don’t have periods because they tend to cause people to stop reading and therefore not read the articles.
how is this due to bureaucracy? you think even less oversight and regulation is the answer? bureaucracy is the exact thing that would prevent things like this.
