A premade adventure and campaign setting (maybe with a limited class/race set) built on an existing ruleset could be really cool. Not sure this would sell enough to be worth a brand new ruleset?

That's my guess. Modiphius have a lot of experience with franchise RPGs and there's really no need to reinvent the wheel each time, so I assume they'll pick a relevant system and give it a Discworld skin.
