If it was just the 8BitDo I could suspect pairing mode or something, but the Steam controller has never ever behaved strangely for me.

During games it works perectly, it is only in big-picture (for both controllers).
I think the 8Bitdo controller has a button layout like a switch pro controller. Try going to steam settings - Controller and change "Use Nintendo Button layout"
Thanks but isn't just that button, and isn't only for the 8bitdo
