I read it as:

If mastadon user A owns a website, A can add a custom generated url to their site.

Now if mastadon user B goes on user A's site, one of them gets added to the other's list. I'm not sure if A is added on B's list or B on A's list. Or maybe both?

That sounds like an overengineered way of just adding your Mastodon handle to your site.
