They probably went with the cheapest contractor, which means the intake vents won't be too far away. Just one more set of holes that provide a guilt-free place to pour any kind of waste.

I think it's more: Rich exploiting poor whilst dodging taxes that could help pay for necessary services.

....of course there's a questionable political ruling class involved somewhere along the lines too, but they also tend to be fairly well off, leaving them with a conflict of interest so old that Plato pointed it out.
