This kinda makes me curious, what does a diplomat actually do when summoned in this kind of scenario? Apologize? Just relay communication between governments? I can't imagine they can actually promise much, given that they don't have any say in their country's military policy

Summoning them costs 25 mana, you can’t directly control them and they disappear after two minutes. Also if you summon them again when they are already summoned, the prior summon will re replaced by the new summon.
A diplomat's job is to manage relationships with a foreign entity. They have limited power in what they can actually do, but are invaluable in preventing misunderstandings and in forging alliances. Imagine it as a waiter, they will try their best to serve you but they won't be able to make the food taste good.
what does a diplomat actually do when summoned in this kind of scenario?
In this specific case, publish a statement saying:
“I was handed a note which contained an unsubstantiated claim that allegedly on the morning of 29th December, an airborne object violated Polish airspace, which Polish specialists identified as a Russian guided missile. No proof was presented. My request for documented proof of what was in the note was refused.”

I understand and support the idea bit Poland can't afford such action.
If Poland takes down an object invading their air space, of probable russian origin, it can be considered a first hostile movement and Russia can move to retaliate.
Being part of the EU, Poland shooting first would drag the entire bloc into an open armed conflict. It may happen but not yet.
but russia is violating their borders...if they would start something it's an easy article 5 case...
I am surprised it wasn't shot down after entering the airspace. I would expect that of a NATO country when a neighboring country is invaded.
