Google is working on a feature that will scan apps for signs of phishing or other deceptive behavior.

And on the side this allows them to collect even more detailed data on app-usage habits, now not just which app is used and when, but also what the user does in the app. There is no business that Google would ever pursue that does not aim to collect more data.

My money is on Google flagging any APK downloaded as potential phishing attempt.

They already do that through Play "Protect".

Android should be marking up the PlayStore are phishing. Way too many apps which are clearly not checked by Google there... Not to mention their 'ilegal monopoly'

The company making billions off their own deceptive behaviour is working on a feature that will scan apps for deceptive behaviour.

Surely this is 100% benevolent and out of pure good will.
