It may burn, but the gap is supposed to prevent the flames from leaping to the other side and burning that as well. It is moot if both sides catch fire independently

If the wind is in the right direction and it sufficiently dry, it will have no problem leaping over I think.

Of course this is better than nothing indeed, but I think this has more to do with the cables themselve and preventing them from "earthing" if they would sink.
