Is there fediverse reciprocity? I mean, can users on those instances subscribe to sublemmits on this instance, or is that blocked, too?

Lemmy.world hasn't defederated dbzer0. Lemmy.world just doesn't want to host pirate communities.
So, you can login to lemmy.world, then search, subscribe and interact with pirate dbzer0 communities.
This is not entirely correct. lemmy.world hasn't defederated from dbzer0, but it has blocked it's largest piracy community.

seems like lemmy.world only blocked communities though, I think if you fully block an instance then you won't send or receive anything with it?
for comparison I used https://radiation.party/c/programmer_humor@programming.dev and it doesn't show anything new there because programming.dev has them blocked

So far they meet all your criteria (except for defederating extremists, we hold democratic votings about it unless its something against the laws where we are hosted)

Host your own instance and you can control what you federate and defederate with.
Otherwise you’re probably not going to find an instance that fits all of your wants.
You’ll probably just want to join a piracy geared instance as your home instance if that’s important to you.
Problem is that selfhosting makes it significantly harder to be anonymous when everyone can see your IP with a trivial lookup. Or I guess you could rent a VPS instead of running it locally.
I moved from lemmy.world to Lemm.ee as a backup, seems that it's going to be my main for a time, I don't discard searching for another, on the top of my mind probably lemmy.zip and lemmings.world are good alternatives.
I have an alt on https://sh.itjust.works/ because I like that it’s powered by 99% renewable energy. I did attempt to sign up for Aussie.zone too but I think that’s still awaiting approval.

I prioritize uptime and have setup monitoring to notify, if anything goes down(See here). I have no problem banning/defederating Nazi's and the like, but I generally don't take action unless, an instance/users aren''t following the rules. I'm open for requests and discussion though.
Currently I'm the only admin, but I'm in the process of changing the setup of the site, so other admins would be able to fix the site, if anything should happen.

Before I made my account here I was doing research to see if I was going to start my own instance or not. I had very similar requirements as yours but also some around security, patching, and long walks on the beach.
Honestly, the lemmy.ca admins (including Shadow) seem to know their stuff. They're active on github, patch regularly, and actually care about the community. As an end user, everything I could ask for. <3
lemmy.sdf.org I wouldn't even have bothered signing up for Lemmy if I hadn't seen them on the list of suggested instances.

What was odd was that this thread I created (Hi, I'm also HR_Pufnstuf) experienced the same problem with all threads in the Technology community... where I can't see any of the comments except my own. Luckily I was able to find all your comments in my inbox. After visiting all your wonderfull suggestions, save for the kbin's, I've chosen to settle here. I'll keep the lemmy.world around as a backup.

Isn't that the instance that had the admin who threw a fit about the NSFW lemmy? And doubled-down when it was pointed out they were wrong? The whole point is he wants an instance where people aren't gonna defederate for stupid reasons.
I'm on programming.dev , the local communities are about programming stuff. Haven't noticed any blocked instances thus far from here. Can interact with beehaw, dbzer0 and everywhere else.

any reliable instance will do (lemm.ee, divbyzero, discuss.tchncs.de,..) filter undesired instances using connect or sync. done.
Lemmy.blahaj.zone, startrek.website, sh.itjust.works are all good.
Try feddit.ch it's hosted in switzerland and is good for privacy. it has 100% uptime too. also no need for an email to signup
