I don't know if you can on that, but Samsung Notes is superb.

Mainly due to no subscription, just a single play. The other one that is very good, is Squid, but for most features, you need a subscription.

I have yet to find one that is just a good as Notability on iOS.

I've not tried it with a stylus, but Google Keep is my preferred way of keeping notes and supports handwriting.

I've taken notes on a surface pro using Onenote (win10 version), but idk how close it is to the android version
