At first glance it's a clear pen but the more I look at it, it's hard to say whether the keeper gets a super light touch on the ball. Looks like he might've gotten a fingertip grazed over it tbh, although I can't say for sure in either direction.

The outcome depends on if he touched the ball or of he did not. And I can not see if he did, so I guess probably right decision to not give it...

If this were Bayern we would not hear the end of it for years.
This referee should never ref a match again. He knows it's a pen. He didn't want to call it to compensate for the handball (which was a penalty, although soft and unfortunate)
Pathetic. And it may directly affect the result of the match.
