The only way for such a ban to become enforceable is with a football banning order and the only way for that to happen is for the police to charge him so that he can be given said football banning order.

I never understood people who take sports to this extreme. I’m a Manchester United fan but I would never wish harm upon the guys from City. I just want United to win. With any sport I like, if a player from the other team is hurt, my first thought is that I hope they’re ok.

Nobody was saying this about the fan with a '97' shirt getting nicked. It's a public order offence to sing 'tragedy chants' or have banners or symbols about the same. Lots of people have been and will be arrested for doing this sort of thing because the authorities don't want people goading one another into violence.
