How is this not a penalty? Højlund is first to the ball and the defender shoves him in the back

Both players are side by side and the ball is ahead of both of them. Both players can compete with upper-body contact and use their strength to win the ball. Never a pen.

Maybe a foul in basketball, but not in football where shoulder-to-shoulder duels have always been allowed.
