A guess, of course. But given the new government's plans to end many rail franchise contracts over the first parliament.

Plus recent news that one co-op has been green-lighted. While loads more have been allowed into the bidding process.

This is likely just a desperate attempt to continue existing as a franchise whenever the current one expires.
