Lineage OS has had this feature for some time now.

I thought it was fairly easy to get charging limit on devices with root and I've always had root when running AOSP-basee ROM.

I use GrapheneOS, an AOSP based operating system

It seems like it's existed on LineageOS for a while but the Graphene devs don't consider it high priority to implement.
