This is ridiculous. When the fine is significantly less than the harm, then the fine is just a cost of doing business. Other scummy landlords are going to see this as tacit permission to pull the same move.

I'm not familiar with Winnipeg, but what is that, 3 to 6 months of a single unit's rent, as a penalty for evicting 32 units?

it's not in a great area, so it was $800-$900 per unit
