That's a .ca link, so Canada. Since your subject says USA, it's going to be different still. Here in the USA, it's largely state specific. Here in Washington state we can buy pseudoephedrine behind the counter (from the pharmacy). Inhaled epinephrine (Primatene) went OTC (Over the Counter) a good number of years ago, I want to say 2017 or so back when I was in retail pharmacy.
