TBH, I mean that in the sense that you can't forget something you never knew about in the first place ;)

I had never heard of this concept before. Is it something to do with this?

Yeah, the ULA seagull meme was an extension of the ULA sniper meme. Some seagulls were observed on OCISLY shortly before B1059-6 missed its landing after the Starlink 19 mission. This led to facetious "speculation" that the seagulls were working for ULA, and had intentionally sabotaged the landing in some way :)
