Modhi should have been smart like KSM and lured the guy to an embassy in another country that doesn't care so much about the sounds of bone saws and screaming.

Turkey was quite upset with Saudi Arabia using an embassy as a torture and murder chamber. But they are not the kind of people to outright attack an embassy.

Also the US, EU and Israel continued to back Saudi Arabia and exerted pressure in the region, at a time where Turkey was still struggling with how to handle the fallout from the Syrian civil war. Aside from some token talks and minor threats of sanctions Saudi Arabia faced no repercussions. Now 6 years later under the same ruler they are hailed as a partner of "stability in the region" and sold all sorts of weapons to, as well as getting continued support from western companies for supressing dissenting voices.
