Glancing over their other comments for about 15 seconds, I'm going to vote yes: it's sarcasm.
I'm going with "it has to either be sarcasm or Tipper Gore's lemmy acct" but I'm too lazy to check his history.

This resulted in the tightening of our gun laws and what firearms can be owned by who and under what licence.
