permanent residency, at least in the us, gives all rights except for voting. It becomes a use it or lose it. $15 can be a big deal if your homeless.

And the whole "you can have it removed and be kicked out of the country thing".

Like, having your citizenship stripped is so much worse than a ticket, even if you don't have any money. You can be deported.

Jumping straight there instead of "waiving the fine at clerk or judges discretion" is super extreme.

well it just gets back to I don't think voting should be mandatory. That simplifies any controversy. voting is a responsibility of citizenship. if its not going to be on the line then it just should not be required. I really doubt its a good option to have people piss voting in a democracy. Which if they are doing because they are forced to then that is what they will do.
